About me
Boyoung Chae is a Policy Associate of Educational Technology and Open Education with the Washington State Board for Community & Technical Colleges (SBCTC). She completed a master’s in Instructional Systems from Pennsylvania State University and a PhD in Instructional Technology from the University of Georgia. Dr. Chae has successfully written proposals for federal competitive grants and secured a total of 4 million dollars from the U.S. Department of Education for the Washington Open ProfTech Project. She is a three-time recipient of the Global Open Education Awards for Excellence in research (2015), project (2016), and policy (2023), and authored the U.S. chapter of UNESCO’s 2016 publication Open Educational Resources: Policy, Costs and Transformation. Her leadership in OER includes statewide research that involved 10,050 Washington CTC students. This work informed the institution of two state laws that require colleges to label OER and low-cost courses (RCW 28B.50.789) and has resulted in nearly $20 million in annual textbook cost savings for students.
